SUMMARY

Draft ACADEMIC BUILDING ART EDUCATION DEPARTMENT - NATIONAL UNIVERSITY OF EDUCATION, is developing a theoretical framework of basic guideline referred to in the following document: "Annex SNIP 06 minimum content Feasibility to declare the feasibility of a public investment project "which refer on the substance to be considered during the formulation of a draft public investment in pre-investment stage.


The central objective is to improve educational infrastructure in Art Education Department, with the construction of facilities and open spaces to allow better development of academic and administrative activities.

For this reason the specific objective of this report is to conduct market research project, analyzing the demand and supply, which is one of the important indicators that largely justify new construction.

Participation of the entities involved and the beneficiaries the project will ensure a greater extent than the alternative solution to more adequately meet current needs, therefore, the project's social benefit will be greater than can be obtained, given the restriction of economic and financial resources.



INTRODUCTION The Department of Art Education, Faculty of Social Sciences and Humanities, National University of Education - La Cantuta, has no infrastructure for the development of academic and research activities, which is why they receive their academic training and inadequate temporary facilities, using classrooms in other departments, creating dissatisfaction on the part of students and teachers about the conditions under which university education provides.

In this regard, the Central Office of Planning and Institutional Development of the National University of Education, has planned to evaluate among others the Faculty of Social Sciences and Humanities, its strengths and weaknesses in terms of training teachers of Education for century, this requires improving and modernizing the educational services in classrooms, workshops, laboratories, library and adapting technology, according to your requirements and growing demand, without leaving an economic analysis that allows the use and allocation efficient financial and institutional resources available.

For this reason the importance of implementing the project "BUILDING THE ACADEMIC DEPARTMENT OF ART EDUCATION - FACSYH - Une necessarily follow the procedures of the Law on National Public Investment System, to which must be prepared the respective pre-investment study , for execution and subsequent implementation.

In Chapter No. 01 will focus on general aspects and project identification, post it in the chapter No. 02 develops the market study, which is the main objective of the report, and then move to Chapter No. 03, the architectural proposal of new construction and will conclude with the last chapter of the basic engineering studies for the project. Annex 1.1.1 Participation of the entities involved and the beneficiaries

The problem statement has been taken into account the participation of all the main parties, the students enrolled in the regular regime, blended learning, academic and second complementary expertise, teachers, alumni and administrative authorities and the Head of the Department of Art Education, Director of Studies and Dean of the Faculty of Social Sciences and Humanities.
Participation of the entities involved and the beneficiaries in the project will ensure a greater extent than the alternative solution to the problem of the Academic Department of Art Education Faculty of Humanities and Social Sciences more adequately meet the needs of the university community, therefore, the project's social benefit will be greater than can be obtained, given the restriction of economic and financial resources.

The interests of the groups directly involved and beneficiaries of the project were collected through surveys and interviews with each of them. In this way the university community that makes up the Faculty of Social Sciences and Humanities UNE expresses the need for better educational service evidencing environments suitable for the theoretical and practical (Adequate infrastructure).
This project has the full support and commitment of the authorities of the university (Rector, Vice Rector Academic and others) in an effort to find solutions to the problems of the student population and teachers who were present during the training process.

Project Description This project proposes the construction of infrastructure for the Academic Department of Art Education, Faculty of Social Sciences and Humanities: classrooms, workshops and laboratories in an area available for construction of 1880.30m2, called A1 area.
The Current Status of Project Components
The problem of educational service provided by the Academic Department of Art Education, Faculty of Social Sciences and Humanities is primarily concerned with the quality of it, linked to lack of adequate infrastructure, lack there classrooms, workshops and labs that allow the student to successfully develop their full potential and be competitive in the labor market.

Currently the Faculty of Social Sciences and Humanities has a population of 1634 (1) students, is the faculty largest university, and for more than 10 years ranked first in student population.

The Faculty of Humanities and Social Sciences for their academic development has three halls, the A, B and C, has 6 temporary environments for art education workshops, as shown in Figure 1.3.
Among the negative features presented by these environments are:

The Pavilion "A" is a two-story old infrastructure, initially designed for the operation of the Student Residence is a concrete and brick building, with porticoes system bays each 5.00m, to develop two ships of 5.70m in width each, separated by a central corridor of 3.60m.

currently works in the pavilion 17 classrooms, 02 laboratories (for computer science and languages), 01 audio-visual room, 01 workshop for Art, the Federated Center and 04 study circles. It should stipulate that all environments (before sleeping) have been transformed into classrooms including the bathrooms and the same lack of security, poor ventilation and lighting are among other negative characteristics presented.
The Halls B and C have both with two floors, are noble material, have good finishes, be in good condition, also has favorable orientation to implement study rooms, being necessary to good maintenance. The location of these pavilions are located within the area called "zone of landslides', it was built in the 90's and its design was developed for the operation of classrooms. Building

These are temporary settings that belong to the petty service to UNE, is a prefabricated material (sheets of plywood, rope partitions for walls, corrugated asbestos cement roof, concrete floor polishing, etc..), With little ventilation spaces without the proper equipment and without direction of each environment.
Building s / n, is a new infrastructure called the Archivo General and Administrative Modules at the Faculty of Social Sciences and Humanities, with offices administrative faculty (Dean, Director of Studies, Academic Programs and others).
The Academic Department of Art Education, has three specialties are: Visual Arts, Music and Theatre, which is currently developing their academic work in buildings 19 and 27 and an administrative area in the new building s / n. Distribution
Classrooms: The body responsible for the activity distribution of classrooms is the Director of Studies of the Faculty and the standard is to solve the problems of lack of classrooms that are generated by the academic program of each academic year. In the meantime requested supporting documents to confirm whether the lack or shortage of classrooms is one of the problems or poor distribution is administrative, the crossing of information it obtained the following results:

• The degree of utilization the 17 rooms allocated to the School's academic performance, excluding labs or workshops that are part of the requirements are essential and complementary in their two-shift basis to 100% installed capacity, 18% of the rooms of the building No. 19 are assigned to the department of art education.
• Of the total of any work environment within an architectural design for classrooms or workshops.

Gaps and Challenges

The Faculty of Social Sciences and Humanities has a single laboratory equipped with 31 computers that run from 8 am to 7.00 pm. The atmosphere is reduced to 18 computers only if it is to practice. The hours are continuous so that does not allow for corrective maintenance of computers, the service is having to derive saturated attentions to other faculties. teachers do not have a computer room for research and class preparation.

Library, the School currently has the physical space for the operation of a specialized library located in the new building of the administrative offices of the FACSYH, just need to implement it with furniture, books and equipment suitable to allow students and teachers develop in the fields of research, update and query, to this lack students have to resort to the central library of the University who incidentally has inadequate environments, his bibliography is not updated in sufficient quantities and their furniture. Also


surveys corroborate this, 28.12% (2) of the population of the faculty mentioned that the main problem is the lack of adequate infrastructure. In the unlikely event not carried out the project would enable the supply contract, to increase the degree of attrition and that the quality of education is deteriorating every day more. 1.2 Alternative solutions


Among the alternatives proposed to solve the core problem is the limited capacity for the development of academic and research activities of the Academic Department of Art Education, the three alternatives mentioned below, which are following:

1.2.1 Expansion and Renovation of existing buildings. This alternative poses
expansion and remodeling of flags "A", "B" and "C", with the construction of classrooms in the higher levels and complete renovation of each building environments. 1.2.2 Construction
off campus.
This alternative proposes the construction of infrastructure outside the campus. For its location it takes into account the socioeconomic and cultural characteristics of the population involved, for example with regard to these students come mostly from public schools from marginal urban areas of Lima, especially in the districts of Chosica, Chaclacayo, Ate Vitarte Santa Anita, among others. Thus arises the location of the building to the south-east of the city of Lima in the district of La Molina, since 65% of the student population comes from the cone School East. 1.2.3 New Construction

This alternative proposes the construction of a new infrastructure for the Academic Department of Art Education, this will be located on land adjacent which has this faculty. Construction will be according to the requirements of the estimated demand and architectural requirements needed to provide sufficient capacity for the development of academic and research capabilities.

Selection of Alternative

Since this project is social, ie looking for the benefit of the student population, faculty and university authorities, then select the alternative construction new University Campus.

First because it has the area of \u200b\u200bland needed for the project, second by the need to address the unmet demand by building new infrastructure, advanced and appropriate to the purposes of educational services and third because it seeks to integrate the Department of Art Education at the Faculty of Social Sciences and Humanities, which also belongs to other faculties of the university, on the basis that all college students receive instruction in arts education as core courses in their education, established in the curriculum of university studies, as a mandatory requirement.

The alternative expansion and remodeling of existing buildings, is discarded because in the three halls is not allowed to build higher levels, due to the structural design and use.

The alternative of off-campus building, ignored by the economic factor and time, first because the students who are low income (4) would have to move from one place to another more often and second because students from other schools who receive arts education classes would have to move immediately to college, to receive their courses specialty, which would be impossible because of the distance between the two centers were studied.
